Add flag to use local image instead of downloading an official one

Travis Wrightsman requested to merge twrightsman/librem5-flash-image:use-local-image into main

I've been experimenting with building Librem 5 images myself and so I needed a way to tell librem5-flash-image to not verify my librem5r4.img files and just use them for flashing without downloading an official image. Not sure if this is the best way to accomplish this but open to feedback.
