gitlab-ci: Use Werror for the cross build

We allow the build to fail since we're mostly interested in the debs but this should alert us when builds throw errors.

This currently fails due to #245 (closed), #244 (closed) and #243 (closed) but those show we should have automation on these matters. (I've introduced build warnings more than once mysef - recently in mhdp).
