Update Redpine driver to version 2.0.0.0024

Rebased !258 (closed) on top of 5.11 (except commit b8d5686c - those values are exposed over debugfs anyway)

This driver fixes several issues we're seeing with WiFi and Bluetooth. Although it enables power saving by default (which we don't want as-is because of massively reduced performance), librem5-base!231 (merged) turns it off in userspace.

It has been tested to work fine with both older (1.2.20) and newer (2.0.0.0024) firmwares.

Fixes #218
