Enable hantro in defconfig, librem5_defconfig and l5 and devkit DT

This brings !129 (closed) into the present

  • drop regulator always-enable since with 3b66e4a8 we get default enable times that allow us to suspend/resume properly
  • roundtrip librem5_defconfig
  • enable in defconfig too

Disclaimer: i have only tested so far on next-20210222 but given that we don't flip on the phone DT (and hence don't probe the driver) that shouldn't hurt much. h264 performance looks pretty great when rendering to fakesync with hantro instead of libav - i'll post here once i tested scanning out to DCSS.
