Build a kernel deb in gitlab-ci

this makes it simple to test individual merge requests by grabbing the artifact, e.g. from https://source.puri.sm/guido.gunther/linux-next/-/jobs/233468

the version number is modified to include gitlabci so we can distinguish these easily and the changelog has the git commit.
