Configure NWDOG to Fix Rebooting

MUXed the NWDOG pin to being WDOG1_WDOG_B and configured the pin to use the greatest drive strength and fastest slew rate.

I tested this change on my Chestnut unit which was previously not rebooting properly when issuing sudo reboot and now it works with this change.
