Update the licenses to Silicon Labs and move to the 2.5.1.11 source code

@jonas.smedegaard has determined this is not compatible with debian so until we can get some confirmation from Silicon Labs this is open source it can't be merged.

"the source code explicitly states as a header within each code file that it is "governed by the sections of the MSLA applicable to Source Code" - i.e. section 4.2 applies and section 7.2 does not apply (the code is not defined as "Open Source Software". Code is non-free."
