Tablet tool should not always have POINTER capability
Using phoc on a MS Surface Pro 3, which can be used with an optional stylus.
The stylus input device is present no matter if the stylus is actually being used or not. Due to the logic in seat.c the POINTER capability is therefore always present.
This results in a mouse pointer being always visible on the screen and phosh not handling docked/undocked mode properly.
The logic for associating the WL_SEAT_CAPABILITY_POINTER
to tablet tools should probably be improved based on the tool capabilities and/or properties.
