Allow to specify layer surface ordering within a layer

we have cases like having the osk on top of phosh's lockscreen (squeekboard#57 (closed)) or calls (calls#41 (closed)) so we'd need some ordering so something like 'osk -> calls -> phosh' e.g. via a configuration file matching on the namespace property,
