Keep non-maximized views centered when automaximization is on

Sebastian Krzyszkowiak requested to merge sebastian.krzyszkowiak/phoc:recenter into master

This should ensure that windows are correctly placed even after screen rotation or a change of exclusive zones. Currently centering happens only when the window is mapped and never redone afterwards.
