view: Don't allow to unmaximize auto-maximized surfaces

This can happen when, for instance, double clicking the header bar of GTK apps. Since window movement is blocked when auto-maximize is enabled, there's not much utility to get from such broken state, so there's little point in allowing it to happen at all.
