Move toplevel-thumbnail to `PhoshWlBuffer`

This is a follow up from !782 (merged) since i remember @sebastian.krzyszkowiak has pending work in toplevel-thumbnail. @sebastian.krzyszkowiak if this is still somewhat away let me now please.

(I aim to turn PhoshWlBuffer into a real GObject so we can enhance that to handle buffer types besides shm when needed).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
