scp causes screen to be unresponsive

Setup
Devkit has a latest image (flashed May 9) with
- kernel: Linux pureos 4.18.11-gd910c0d1
- phosh: 0.0.3~567.gbp38a86e
The devkit is connected to the internet via an ethernet cable. (The same issue occurs when an internet connection is with ethernet over usb too.)
Problem
I can interact with the touch screen, login, open an app, do whatever. However, when I scp something from my workstation (on the same network) to the devkit, the scp completes but the screen is no longer responsive. Journalctl has:

Workaround
With a direct ethernet connection, the ssh connection stays open and the workaround is to restart phosh with systemctl restart phosh
. Then you see the screen restart and you can swipe up to log in and interact again with the board.
