top-panel: Display current keyboard layout if a keyboard is connected

Guido Gunther requested to merge guido.gunther/phosh:lang-label into master

This makes tings less conusing when using/testing different layouts (e.g. for RTL languages). This should only display s.th. when a keyboard is conntected, i couldn't test the no-keyboard case yet though.
