Quicksetting: Center quicksettings

Julian Sparber requested to merge julian.sparber/phosh:center_quicksettings into master

Since we currently have only 3 quicksettings they are moved to the right which doesn't look good. This sets the max/min number of items to 3 so that they can fill up the full space.
