Enter power save mode when toggling the batteryinfo quick setting

Guido Gunther requested to merge guido.gunther/phosh:mrs/qs-battery into master

This needs a phoc release with wlr-output-power-management (phoc!101 (merged)) which i hope is imininent (/cc @sebastian.krzyszkowiak) to work but is simply a noop if phoc is too old.
