Notify about missed notifications

This blinks a led with a recent feedbackd.

Needs feedbackd!28 (merged) to work multiple times.

We currently stop blinking when the whole list is cleared alternatives would be:

• after one notification is closed
• on unblank
• after unfolding the settings menu
