Packaging updates

Guido Gunther requested to merge guido.gunther/phosh:packaging-updates into master

Bring in phosh-tweaks from Debian since there's no point in mainting this twice. This will also allow us to make librem5-base more hardware specific. It also helps to keep phosh settings close to phosh so downstreams have fewer places to look at.

While at that we update the package description.
