Handle the shell's ShowOSD interface

I needed to wait for compile to finish so i picked a reasonable sized task. There's lots to improve (esp. css) and we can keep the window around to avoid flickering but initially having any visual feedback is nice.

possible improvements:

• hide layer surface right away on touch (or allow it to be swiped away)
