Unblank screen on incoming calls and only enable proximity on active calls
This is the base work for better calls integration. As incentive it unblanks on incoming calls.
Easier to review after !776 (merged) is in.
Better be merged after calls!292 (merged) but then we detect the proxy anyway to decouple things.
