WIP Move system modal dialogs to top layer

We had them in overlay but that makes them pop up over the lock screen.

Notifications stay in overlay for the moment until we have the notification center merged.

I remember some interation issues with the OSK so let's have CI build deb that can be tested on device (works nicely here on my laptop)
