Add Bulgarian BDS layout

Plamen Stoev requested to merge psstoev/squeekboard:keyboard-layout-bulgarian-bds into master

The current 'bg' (Bulgarian) layout in Squeekboard is actually the 'bg+phonetic' layout. This merge request renames it properly and adds the actual Bulgarian layout. It also expands the Bulgarian translation of other layout names.
