Mainline atf bump

Martin Kepplinger requested to merge martin.kepplinger/u-boot-builder:mainline-atf-bump into mainline-atf

this just maintains/updates the "mainline-atf" branch:

the resulting diff to the librem5 branch is simply ATF_REPO changed for the phone and devkit to point to the "mainline" repo instead of nxp's (and the Jenkinsfile). nothing else.
