Torch support

Guido Gunther requested to merge guido.gunther/upower:pureos-torch into pureos/purple

This is the backported version of https://gitlab.freedesktop.org/upower/upower/-/merge_requests/50 to enable torch support.

It includes the patch that is on the librem5 branch too. If we merge this i'll move upower to debs/ afterwards and do away with the librem5 branch so we treat the package as a plain downstream fork from Debian.
