virtboard launch

Added a generic framework for launching and respawning processes, largely stolen from weston.

Implemented respawning of input-method executable, taking inspiration from !9.

Explicitly not tackled: permissions. I hope to split those two tasks into separate pieces of work and sort out this part now without getting stuck.
