Auto-maximize unfullscreened surfaces

Surfaces that were already fullscreen when created weren't auto-maximized after disabling fullscreen.

Note that there's a related (but different) patch at https://github.com/swaywm/wlroots/pull/1563. I started writing it with this fork in mind, but turned out it's generic enough to post upstream.
