Document setup/build and accommodate Arduino IDE

Document how to set up, build, and run the project.

Arduino IDE insists that the .ino file is in a directory of the same name, move it. Commit a new build.

Allow receiving >1 byte on I2C, so the EC can optimize transmission time.
