new implementation for PL1, PL2 and PL4 setting
fix an issue with the charge controller not being disabled
make reading SBS values from battery more robust
more fine granular PL4 setting also based on charge level
bump up max. PL4 to 45W
fix a PECI issue that cause PECI blockage after resume from S3 (which caused fans spinning up at 100%)
added a few more fan speed steps for a more gradual speed up/down
