We're using the CI packages of libhandy and wlroots for that.

We're using it from the systemd unit

We leave enabling to the image-builder since the user might want to
override the default user used when spawning it on the desktop.

We require wlroots since some time (due to e.g. layer-shell)

This avoids opencoding it in lot of places (See #20)

This allows other objects to interface with the layer shell API.

The arguments were reveresed an so we expanded to the empty statement.

Move backgound to PhoshLayerSurface

We don't know the actual size of the surface before that.

This makes the background's setup independet from the phosh global
which isn't fully setup yet. It also allows for easier testing.

Several fixes when built with -O0

We emit an unlocked signal not a locked signal.

Since callers are supposed to check modem present before sim locked
it should not matter in practice but it's better to be on the safe
side here.

Another issue found when building with -O0

These cause crashes when built with -O0 since the g_auto tries to free
unallocated memory.

Otherwise we can't test with mainline rootston and
G_DEBUG=fatal-warnings easily.
