Remove Recommends: mousetweaks, add Breaks: gnome-shell (<< 3.34) instead

Since GNOME 3.34, mouse accessibility is implemented by libmutter and
gnome-shell, so that it works in both Wayland and X11. The older
implementation using mousetweaks only worked for X11.
