Update apt-setup based on version 0.162 in Debian

This MR pulls in all changes done in Debian unstable/testing until version 0.162.

Instead of doing some fake commits as Jonas has done I choose to do simply merging in the Debian modifications. This is easier to maintain in a mid and long term. The upstream modifications in the Debian base branch are rather static and mostly updates to the localizations, the small delta between PureOS and Debian isn't really complicated and easy to track.
