 * pages: language: Force locale setting via localed on Librem 5
 * cc-common-language: Fallback to en_US.UTF-8 also for C.UTF-8
 * gis-driver: Fallback to en_US.UTF-8 on invalid locale
 * gis-language-page: Call language_changed in page_apply

This still doesn't allow to select a custom (non-pregenerated and non-hardcoded) locale, but at least choosing one from the already existing list will work now.
