d/gbp.conf: Move sign-tags to DEFAULT section

Sebastian Krzyszkowiak requested to merge sebastiankrzyszkowiak/plymouth:tag into pureos/master

This way this also applies to gbp tag.

(plus a reupload, since I made the tag with no signature)
