GTK+ gets "Unrecognized image file format" loading a .png file and phosh aborts

With an image built locally today, phosh aborts with

Gtk:ERROR:../../../../gtk/gtkiconhelper.c:494:ensure_surface_for_gicon: assertion failed (error == NULL): Failed to load /usr/share/icons/Adwaita/24x24/status/image-missing.png: Unrecognized image file format (gdk-pixbuf-error-quark, 3)

The file /usr/share/icons/Adwaita/24x24/status/image-missing.png is present and I copied it to another system to check it out and it displays fine.
