cmdline: Enable plymouth splash and disable blinking cursor by default

Sebastian Krzyszkowiak requested to merge sebastian.krzyszkowiak/flash-kernel:splash into librem5

This is needed for plymouth to actually do anything, and we want to eventually have it working due to OS-issues#73.

Right now plymouth is not installed by default, so this shouldn't have any effect (other than preparing for the future).
