Drop udev rule that gives the dialog group access to the gnss subsytem

Guido Gunther requested to merge guido.gunther/librem5-devkit-tools:drop-udev-rule into master

Also remove from the installed system (although it never was part of a release)

As noted the rule should be part of librem5-base since it is my understanding that we want this on all devices.
