Manage visibility better

This finally fixes #253 (closed)

Apart from proving that this is correct, I also tested it: 10 times systemctl phosh restart with keyboard shown every time for the PIN.

This may break docked mode, but docked mode had it coming.

WIP because it needs !407 (merged)
