Fix locale handling on Byzantium
The version of gnome-desktop in byzantium considers all ungenerated locales as invalid, because it started to use newlocale as a way to validate a given locale. This is an attempt to make systems that use locale-gen supported.
Together with pureos/core/gnome-initial-setup!4 (merged) this should fix all locale-related regressions in byzantium that I'm aware about.
