Keyboard grab manager (volume and other media key)

This MR draws inspiration from !528 (closed) and aims to close #308 (closed)

It is related to phoc!166 (merged)

After having a chat with @guido.gunther we came to the conclusion that it would make sense having the base functionality merged and do further iteration to integrate with DBus in a separate MR !566 (merged)
